Many companies end up with a lot of rules. It is easier to impose rules than to allow for judgment and discussion. If you employ people to make decisions, you want guidelines and encouragement to test the boundaries. Rules stifle creative thought. Invest the time and energy to guide people to better answers, and support them once they decide.
